The 2015 Construction (Design and Management) Regulations require that construction Clients provide Pre-Construction Information as soon as is practicable to every designer and contractor appointed, or being considered for appointment, to the project. Where there is more than one contractor, the principal designer should provide advice and help compile the pre-construction information and provide it to the designers and contractors.
The regulations define pre-construction information as 'information in the client’s possession or which is reasonably obtainable by or on behalf of the client, which is relevant to the construction work and is of an appropriate level of detail and proportionate to the risks involved, including information about:
- The project.
- Planning and management of the project.
- Health and safety hazards, including design and construction hazards and how they will be addressed.
- Information in any existing health and safety file'.
Pre-construction information should be provided in a convenient form and should be clear, concise, and easily understandable. It should be prepared early in the project so that it can be provided to designers and contractors as part of the tendering or procurement process. This enables those preparing bids to assess the resources they will need to allocate to perform their duties under the regulations.
Mosaic has a template PCI format which we feel contains all the documents you should consider providing to project participants. You can upload these via the Documents tab, and the Mosaic System will automatically insert them into the PCI and/or the H&S File as appropriate. The PD can assign documents to individual project participants to encourage them to upload that document.
The PD gets a slightly different view of the PCI with more controls, allowing them to perform an action on the PCI documents such as marking them "Not required" for this project, or "Assigning" documents to the relevant team.
For example on this Ground Investigation report, the PD can Assign the document to another user on the Project, Select which document appears in the PCI if more than one has been uploaded, Delete a file that should not be in this location in the PCI, Upload a new file in place, or mark it as Not Required on the Project which will remove it from other users' views.
You can share the PCI with anyone via the link at the top, even with individuals not on the Project Team, such as Contractors before they have been formally appointed. Send them the link and they will be presented with the PCI page, where they can download and view documents as if they were on the Project.
You can of course also download the Zip file and share that via email or file sharing service.
